App Purchased Is NOT WORKING

I just purchased this app and It is not working It tells me of a network issue but I have no network problem I either want a refund or for this app to work. Im very disappointed

    contact itunes apps at their website and they will refund you.

    I am not an Apple customer and don’t have a recent ITunes account. I have an old account but I ordered the software from the Windows Store app on Windows 8. Can you provide me with another alternative or specific contact phone number or link. I have been all over the site you suggest but I am lost.

    That's o.k., you don't have to be an iTunes customer. Just go to: iTunes.com and look for the tab "contact us".

    Apple says that since I purchased it from the windows store that they cannot help me. Should I go back to Microsoft?
